Russian Software Forum attracted leading IT professionals
Russian Software Forum: Effective Solutions has become one of the central events within Russian Week of High Technologies 2022 held at Expocentre Fairgrounds.
The Forum was opened by the Plenary Session on the Russian IT Industry in the New Realities. In his opening remarks, a moderator of the session Vladimir Kononov, Deputy Chairman of the State Duma Committee on Science and Higher Education and Chairman of the NTI Expo Organising Committee, reminded that the Forum is organised by the Russian Ministry of Digital Development, Communications and Mass Media, the Russian Ministry of Industry and Trade, the Russian Ministry of Defense, the Russian State Duma Committee on Science and Higher Education, the Russian Chamber of Commerce and Industry and EXPOCENTRE AO. This year the Forum is devoted to development of the Russian IT industry in conditions of tough sanctions, the moderator said.
Maxim Parshin, Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation, made his report on Measures to Support the IT Industry in the Russian Federation at the plenary session. He noted that a new stage for the Russian IT industry started on 2 March this year, when the Decree of the President of the Russian Federation on Measures to Support Development of the IT Industry in Russia was adopted.
The decree fixes the main directions of development of the IT industry and today it has been almost fully implemented in adopting all the necessary legal and regulatory acts. The measures envisaged in the decree are beginning to be implemented. Developers who create and sell their own software have already had significant tax incentives, their taxes have been reduced fourfold compared to the general rate of insurance premiums - down to 3% of income tax. And now there is already 0% income tax for IT companies, said the deputy minister. According to him, other support measures will also be significantly expanded.
Presentations by Ilya Massukh, Director of the Centre of Competences for ICT Import Substitution, Alexander Osadchuk, Head of the Main Directorate for Innovative Development of the Russian Ministry of Defense, Alexey Fursin, Head of the Department of Entrepreneurship and Innovative Development of Moscow, Alexander Pavlov, Chairman of the Russian IT Development Fund, Igor Chursin, Deputy Director General of GLONASS, Renata Lashina, Executive Director of the Russian Software Association, also met great interest from the professional audience of the forum.
In particular, the presentations covered practices and tools for the substitution of foreign software and equipment, new approaches in the development of the Russian industrial software (ISPs), measures to prevent the outflow of ICT and related technology specialists, and other topical issues.
Today, two more thematic sessions took place within the framework of the Russian Software Forum: Effective Solutions. The first one was dedicated to the topic "Import Substitution of Engineering Software in Industry and Education", which was led by Ilya Massukh. The participants focused on discussing successful examples of import substitution and implementation of Russian engineering software in industry and education, as well as the main difficulties faced by industrial enterprises and educational institutions when replacing and implementing Russian software.
“Artificial Intelligence as a New Basis for the Security of the State's Critical Infrastructure” was the title of the second thematic session. The moderator was Alexander Osadchuk. The speakers were representatives of leading universities and research centres - MIPT, the Bauman Moscow State Technical University, the Lomonosov Moscow State University, GosNIIAS, and IT companies. They discussed the diversification and transfer of artificial intelligence (AI) technologies, the role of critical infrastructure in sustainable government management, the development of Russian software and hardware and component base for AI technologies, and training personnel to develop AI technologies.
