The Russian Software Forum: Effective Solutions took place within�Russian Week of High Technologies 2025. The event was organised by the Russian State Duma Committee on Science and Higher Education, the Competence Center of Import Substitution in the ICT Sector, and EXPOCENTRE AO.

Vladimir Kononov outlined the topics for discussion and emphasised that Russian software was one of the fundamental blocks of this country’s sovereignty and a key driver for achieving Russia\'s technological leadership.

Ilya Massukh emphasised that Russia had come a long way in the 10 years since the first edition of the Russian Software Forum: Effective Solutions. Back then, the majority of the Sviaz exhibitors were Western vendors. People used to laugh at the combination of words ‘domestic software’ and ‘effective solutions’ in one phrase. Today, Russian software essentially determines the functionality of technologies, and the name of the forum sounds perfectly organic.

The forum participants discussed government support measures for import substitution, economic incentives for businesses to switch to domestic solutions, and conditions for foreign companies to return to the Russian market.

Russian Week of High Technologies 2025 is open at EXPOCENTRE Fairgrounds

Russian Week of High Technologies 2025�has opened at EXPOCENTRE Fairgrounds. This is a large-scale series of events that brings together leading exhibitions and forums in the field of information and telecommunication technologies, navigation, digital services and communication systems, including the�Sviaz 2025�International Exhibition for Information and Communications Technology, the�Navitech�Display of Navigation Systems, Technologies and Services, and the ICEE International Consumer Electronics Exposition.

RWHT 2025 is organised EXPOCENTRE AO with the support of the Russian Ministry of Digital Development, Communications and Mass Media, the Russian Ministry of Industry and Trade, the Russian State Duma Committee on Science and Higher Education, and under the auspices of the Russian Chamber of Commerce and Industry.

This year\'s show brought together about 500 companies from 6 countries on an area of about 17,000 square metres. The display covers key areas of digital transformation from telecommunications equipment and software solutions to applied technologies of AI, IoT, cybersecurity, and navigation services. Special attention is paid to the issues of technological sovereignty, import independence, and the development of integration solutions.

The conference programme of RWHT 2025 includes more than 25 events, including the Svyaz Forum, the Russian Software Forum: Effective Solutions, the Navigation Forum, thematic conferences on IoT, fibre optics, security, and other key areas of the digital agenda.

The official opening ceremony of Russian Week of High Technologies 2025 took place before the Plenary Session on Connecting Beyond Time: Challenges and Priorities in the Age of Technological Change at the Sviaz 2025 Forum.

The opening ceremony and session were attended by�Vladimir Kononov, Deputy Chair at the Russian State Duma Committee on Science and Higher Education, Chair at the NTI Expo Organising Committee,�Andrey Zarenin,�Deputy Minister of Digital Development, Communications and Mass Media of Russia,�Valery Ermakov, Deputy President � Chair of the Board at Rostelecom,�Ilya Massukh, Director at the Competence Center of Import Substitution in the ICT Sector, representatives of federal authorities, business associations, heads of relevant companies and professional associations.

Opening the event, Vladimir Kononov said that “Russian Week of High Technologies 2025, which we are launching today, is a unique platform for analysing integration of innovations into the real economy. For many years, RWHT has been one of the drivers of scientific and technological development of this country, bringing together the efforts of the state, business and the scientific community. I am positive that RWHT 2025 will become a catalyst for the development of the IT sector, radio electronics, and other areas of the economy, and will strengthen Russia\'s leadership in the global arena, setting a new impetus for the growth of high-tech industries.”

Sergey Selivanov, Deputy General Director of EXPOCENTRE AO, noted in his welcoming speech that Russian Week of High Technologies was included in the Science and Business initiative within the Decade of Science and Technology in Russia. This emphasises its status as an important industry event, a point of attraction for high-tech business, science and government, where real projects and partnerships are born. Sviaz, which is part of RWHT, celebrates its 50th anniversary this year. It is one of the oldest and most respected exhibitions not only in our country, but also in the CIS. For five decades, it has reflected the key stages of telecommunications development, and today it remains the flagship platform of the industry.

At the plenary session, Andrey Zarenin answered the question whether it was possible to introduce high-tech systems into the country\'s digital infrastructure without disruptions. He emphasised that it was indeed possible, and that we were already seeing it in practice. “Today we live without the support of major vendors, but nevertheless we have communications. As for Russian made equipment, we are implementing the Roadmap for Modern Advanced Communication Networks,” said Zarenin. He also spoke about several directions, which already were a success, and emphasised that the segment of servers and data storage systems is now occupied by Russian manufacturers by more than 50%. All this confirms that technological sovereignty is not a theory, but a real working strategy.

The Sviaz Forum continues its work providing answers to current issues of interest to the industry community.

EXPOCENTRE AO will continue to hold exhibitions at EXPOCENTRE Fairgrounds at Krasnopresnenskaya Embankment until 1 June 2025

In accordance with the order of the President of the Russian Federation, the territory of EXPOCENTRE Fairgrounds is to be transferred for use by the Russia National Centre.

An agreement was reached to place the display of the Russia Exhibition and Forum in Pavilions Nos. 3, 4 and 7. Pavilions Nos. 1, 2, 5, 8 and Forum will host exhibitions of EXPOCENTRE AO until the start of reconstruction. EXPOCENTRE\'s exhibition schedule will remain as it is until 1 June 2025.

New temporary pavilions will be erected on the venue�s territory, which will allow keeping the necessary amount of exhibition space for accommodating both EXPOCENTRE�s own and hosted exhibitions.

Exhibitions will continue to be held at Krasnopresnenskaya embankment until 1 June 2025.

The role of fibre optics in digitalisation of Russia

The conference programme of the 36th International Exhibition for Information and Communications Technologies � Sviaz 2024 includes the conference on Fibre Optics as the Basis of Digitalisation in Russia. Made in Russia, Working for Russia. What�s Up, Russia? The event was organised by EXPOCENTRE AO jointly with the Foton-Express Scientific and Technical Journal.

The conference is held in five sections, each dedicated to different aspects of the Russian fibre optics industry. Participants got an insight into how digitalisation is progressing in Russia, what goals the All Fibre Russia project is pursuing, what new developments have emerged in the industry and much more.

In the first section on Fibre Optics as the Basis of Digitalisation in Russia, Anatoly Svintsov, Editor-in-Chief of the Foton-Express Journal, spoke about the development strategy of the Russian fibre optics industry, touched upon the history of this science emergence and noted some Russian and global trends. He also pointed out that digitalisation and digital transformation in Russia was going very well. In addition, Anatoly Svintsov gave several examples of successful implementation of digitalisation and recommended to read the next issue of the Foton-Express Journal, where the strategy of communications development in Russia would be discussed in detail, with statistics.

Another section of the conference is dedicated to the All Fibre Russia. Made in Russia, Working for Russia project, as well as various developments used in the industry. The section on New Times, New Challenges. New Solutions introduces the visitors to the latest fibre optics technologies, their prospects and spheres of application.

The aim of another section is to tell the audience about measurement methods in fibre optics and Russian-made measurement equipment. As part of the final section, the speakers present to the conference attendees a new column in the Foton-Express Journal called Ideas, Patents and Innovations.

Russian Week of High Technology 2024 brings together major events of ICT industry

Russian Week of High Technologies 2024 (RWHT) has opened at EXPOCENTRE Fairgrounds. It is a large-scale series of exhibitions and congresses dedicated to Russian IT, telecommunications, navigation, and telematics.

The Week brings together several trade shows and events of its conference programme. This year, RWHT includes the Sviaz 2024 International Exhibition for Information and Communications Technology, the Navitech Display of Navigation Systems, Technologies and Services, the 17^th International Navigation Forum, and the International Consumer Electronics Exposition ICEE. RWHT is also included in the Designing the Future initiative of the Decade of Science and Technology in Russia.

The centrepiece of Russian Week of High Technologies is Sviaz 2024, which is the most significant ICT event of the year. It is held with the support of the Russian State Duma Committee on Science and Higher Education, the Russian Ministry of Digital Development, Communications and Mass Media, the Competence Center of Import Substitution in the ICT Sector, the GLONASS Union, the Russian Software Products Association �Russian Software�, and the auspices of the Russian Chamber of Commerce and Industry.

Deputy Chair at the Russian State Duma Committee on Science and Higher Education Vladimir Kononov took part in the official opening ceremony of Russian Week of High Technologies 2024. He thanked the visitors, exhibitors and organisers and stressed that the Week was designed to promote the development of scientific and technological achievements and their implementation in real sectors of the economy.

Deputy Minister of Industry and Trade of Russia Vasily Shpak said that it was important to talk about achievements aimed at gaining technological independence in the current challenging external environment. The full-fledged development of the state, security and global competition are impossible without such independence.

Deputy Minister of Digital Development, Communications and Mass Media of Russia Alexandr Shoytov expressed the hope that Sviaz 2024 held within RWHT would become the largest platform for effective dialogue between representatives of government authorities, scientific community and industry enterprises on the most relevant issues of industry development.

Vice President at the Russian Chamber of Commerce and Industry Vadim Chubarov said that the creation of a modern information environment was one of the key areas of the government\'s activities, as it allowed in combination with high intelligence and scientific potential to create the basis for major systemic transformations of the Russian economy and the country\'s successful breakthrough to a new technological level.

Director General at EXPOCENTRE Maxim Fateev expressed his gratitude to all the partners of Russian Week of High Technology and said that Sviaz 2024 had grown significantly in terms of space and the number of participants. This year, the exhibition has a net area of 9,000 square metres. Almost 700 companies from 9 countries and 29 regions of Russia are taking part in it. Maxim Fateev also spoke about a wide presence of young people at the exhibition and the participation of eight technological universities.

The opening ceremony was also attended by Director General at the Regional Commonwealth in the Field of Communications Alexey Borodin, and Vice President for Information and Communications Technologies at the Center for Progress and Development of Iran Presidency Mehdi Kalantar.

EXPOCENTRE hosts conference on fibre optics

The conference on Fibre Optics as the Backbone of Russia�s Digitalisation. Made in Russia, Working for Russia. What�s up, Russia? took place at Sviaz 2023 exhibition within the Russian Week of High Technologies 2023.

The event was organised by the Foton-Express Scientific and Technical Journal and EXPOCENTRE AO.

The discussion of the current problems of the development of domestic fibre optics was held by the Editor-in-Chief of the Foton-Express Journal, PhD in Technical Sciences, Anatoly Svintsov. He gave a brief overview of the development of fibre-optic data transmission systems since the emergence of this technology and dwelled on some current trends in fibre optics related mainly to increasing the data transmission speed and improving the reliability of fibre-optic communications.

Anatoly Svintsov noted �the programme to eliminate the digital divide, which is being implemented in Russia, is a unique strategic project that ensures the availability of fibre-optic communications throughout the country�. He stressed that in this area, �in the face of sanctions, Russian developers started working more actively, part of them having a level that is not worse than the global one, and in some parametres it is it even higher.�

The presentation by Semyon Kogan, Advisor to the General Director for Forming Technical Strategy of T8, PhD in Technical Sciences, Senior Researcher, attracted a lot of attention from the audience. T8 is a permanent participant in the Sviaz exhibition and holds on the market the position of one of the leading domestic manufacturers of wavelength-division multiplexing telecommunication equipment specialising in DWDM and CWDM system development and implementation.

Semyon Kogan dwelled in his speech on extremely urgent issues of standardisation of solutions for open fibre-optic transport networks, which were often operated using equipment from different manufacturers. He outlined the main working scenarios for solving the problems arising in this case and noted the worldwide trend towards unification of software solutions of different developers in the direction of creating universal interfaces for transponders (network devices, providing transformation of the data transmission medium) of different manufacturers.

In her report, Irina Ovchinnikova, Director of Scientific Department of VNIIKP (All-Russian Scientific Research and Development Cable Institute), Doctor of Technical Sciences, the leading Russian expert in the field of production and application of optical cables, focused her attention on the issues of reliability of fibre optic cables of domestic manufacture and peculiarities of their proper operation.

Alexey Zavadsky, Deputy General Director of SOYUZEXPERTIZA ANO of the Russian Chamber of Commerce and Industry, also spoke at the conference. With specific examples, he outlined the important features of conducting foreign economic activity with companies from Asian countries.

At present, there has been a global reorientation in the supply of materials for the production of optical fibre in Russia. This process required careful adjustment of contractual relations with new business partners from China and India. A representative of SOYUZEXPERTIZA told about how to conduct business in the new markets with the least risks.

The conference participants also touched upon a number of other important issues of development of domestic fibre optics production, taking into account its great importance for solving large-scale tasks of digitisation of the national economy, social sphere, science and education in Russia.

Sphere Congress summed up the results of industry development

Today EXPOCENTRE opened its doors to the 16th International Navigation Forum and the 3rd Sphere Congress organised by GLONASS/GNSS Forum in partnership with EXPOCENTRE AO. These events are included in the Russian Week of High Technologies.

The congress was opened by Deputy Prime Minister of Russia, Minister of Industry and Trade of Russia Denis Manturov. �Sphere is a platform where key space technology trends and search for breakthrough ideas are discussed, said the Minister. �The industry today is an infrastructure source of economy digitalization. To achieve technological sovereignty of the country we need to provide it with all modern services. I mean communication, navigation, broadcasting, broadband Internet access, and remote sensing. To do this, we need to develop our network of satellites.�

The congress participants discussed implementation of the federal project on Integrated Development of Space Information Technologies �Sphere�, use of telecommunication, navigation and geoinformation technologies, as well as demonstrated innovations of the national rocket and space industry.

The Sphere congress attendees summarised the results of the industry development for the year 2022. The experts made reports on the project implementation, representatives of the ministries and departments discussed the current and planned specialised state programmes to support the industry, CEOs of key companies shared their experience and told about existing practices and development plans.

Club of IT & Digital Directors shared best practices

The meeting of the Club of IT & Digital Directors was held at Sviaz 2023 international exhibition within the Russian Week of High Technologies at EXPOCENTRE Fairgrounds. The meeting was organised EXPOCENTRE AO and the Club, one of the largest professional non-profit high-tech communities. The event was moderated by Oleg Samolyanov, Internship Director at Everyco OOO.

Anton Solorev, Director of Organisation Development of Club of IT & Digital Directors spoke in detail about the activities of the Club, which is more than 10 years old and has more than 1,000 members.

�The community is astonishing in its number and scope. Our dream is to increase the competitiveness of Russia�s economy, the country�s digital management community. The values of the community include mutual support, proactive life stance, �going forward overcoming obstacles�, honesty and integrity, professionalism,� said Anton Solorev.

The speaker also talked about the Club�s digital transformation strategy and its upcoming events.

Lenta�s Senior Project Manager Kirill Dashkov spoke about the management of the anti-crisis and anti-sanctions programme of IT projects at Lenta, about the difficulties it encountered and the path it took.

Andrey Kholyavkin, Development Director in Russia at Arcadia AO, talked about technology for business and how ideas were turned into digital solutions.

In his presentation, Andrey Konstantinov, Managing Partner of the Hard Restart Consulting Bureau, explained to the audience what feedback was as a management tool.

The Club members presented interesting papers and held a panel on Project Management: Agile VS Water-Fall. Hybrids.

Russian Software Forum took place at EXPOCENTRE

The meetings of the Russian Software Forum on Effective Solutions for the Digital Economy were held as part of the Sviaz 2023 exhibition at EXPOCENTRE Fairgrounds.

The organisers of the Forum�s plenary session dedicated to information technologies and formation of technological sovereignty of Russia in this area, were the Russian Ministry of Digital Development, Communications and Mass Media, the Russian Ministry of Defense, the Russian State Duma Committee on Science and Higher Education, and EXPOCENTRE AO.

The plenary session was moderated by Vladimir Kononov, Deputy Chair at the Russian State Duma, Chair at the Organising Committee of NTI Expo.

Russian Deputy Minister of Digital Development, Communications and Mass Media Maxim Parshin shared with the session participants some of the results of the work of the Russian Ministry of Digital Development, Communications and Mass Media in the field of import substitution and ensuring technological sovereignty of the country. He noted that, �The Russian IT industry feels much more confident than many other industries. Russia is one of the three countries where there are solutions for almost the entire line of software products of all software classes. And these solutions have emerged in open and fair competition with global players in the domestic market.�

According to the speaker, already in the autumn of 2022, Russia completed the formation of the IT landscape of the national economy. As a result, a detailed picture of the use of non-Russian and Russian IT solutions in domestic enterprises was obtained, the �maturity level� of own software products available in the market and their ability to replace imported software was determined.

Creation of the IT landscape made it possible to compile in the sphere of domestic software a list of priority projects that are currently demanded by customers inside the country and need investments to finalise them. Accordingly, the state was able to pursue a targeted institutional policy to support its own software product developers and support with resources their readiness to move forward in the first stage towards import substitution, while simultaneously solving the tasks of bringing the national IT industry to the frontier of proactive import substitution.

Continuing the theme of technological development institutes, Ilya Massukh, Director of the ICT Competence Centre, made a presentation on advanced engineering schools in Russia, which have been and remain leading centres of technological growth and training of qualified engineering personnel for all sectors of the national economy without exception. �Without knowledge, without creating a base,� the speaker noted, �it is impossible to achieve technological sovereignty. The task is to create such a base for the country�s development for the next 20-30 years.�

Head at the Main Directorate for Innovative Development of the Russian Ministry of Defense, Major General Alexander Osadchuk dwelled in his report on the topic of dual-use technologies. In particular, he said, �Historically, military science is a driver of technology development. We can see it now. IT solutions, artificial intelligence technologies, and drones are used. And this is just the tip of an iceberg. New solutions are constantly formed, new technologies, and new designs are developed.�

The speaker noted, �one of the trends is initiative development of new technologies, which is carried out at the developers� own expense�. As a rule, such projects are more dynamic and, according to Alexander Osadchuk, �it is important to maximise the number of teams involved in the development, to find these teams, to find those very Kulibins (Kulibin was a Russian mechanic and inventor) who can offer new solutions.�

The participants in the plenary session on Information Technologies and Formation of Technological Sovereignty touched on other essential aspects of this important task continuing the discussion already at the next thematic session on Russian Platform Solutions. Preceding the discussion, its host Ilya Massukh stated, "What we�re dealing with: there are many IT solutions, and almost every niche has a Russian analogue, or even two or three. But the IT world has been developing for 30 years according to the principle that different software products are compatible with each other. Our task is to build an ecosystem in which different Russian products would be compatible with each other in terms of data, interaction, and hardware platforms. Then a strong foundation for technological sovereignty will be formed.

The topic of platform solutions was discussed by, Vice President of Information Systems Development of Rostelecom Dariy Khalitov, Head of Regional Sales at Grinatom Simple Solutions Dmitry Donskoy, Head of the Committee for Integration of Russian Software at Russian Software Products Association �Russian Software�, Deputy Director General at Postgres Professional Ivan Panchenko, Chair of the Board of Directors of BaseALT Andrey Smirnov, and representatives of other leading domestic software development companies.

The working day of the Forum on Russian Software: Effective Solutions for Digital Economy ended with the thematic session on Dual-use Technologies and Russia�s Technological Sovereignty, where Vasily Elistratov, Doctor of Technical Sciences, Head of Department for Artificial Intelligence Technology Development of the Ministry of Defense, spoke.
