15 / 06 / 2021

A Plenary Session: Transformation of the Telecom Industry: Moving at High Speed of the Sviaz 2021 Forum has become a key event of the conference programme of Russian Week of High Technologies 2021, opened at Expocentre Fairgrounds.

The plenary session was organised by EXPOCENTRE AO and RBC with the support of the Russian Ministry of Digital Development, Communications and Mass Media, the Russian State Duma Committee on Education and Science, the Expert Council on Scientific and Technological Development and Intellectual Property of the Russian State Duma Committee on Education and Science, and dedicated to state support measures for business, export opportunities for Russian telecom equipment, production localisation, and import substitution policies.

The session was moderated by Vladimir Kononov, State Duma Deputy and Chairman of the NTI Expo Organising Committee, and Anna Gara, host of RBC TV channel.

Maxim Parshin, Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation, noted in his speech at the session that the Russian IT industry cannot and should not develop only on the basis of imported solutions. It is closely connected with the development of Russian microelectronics and Russian telecom operators.

According to the Deputy Minister, unprecedented tax incentives for the IT industry in the form of a radical reduction of the tax burden on IT companies, software developers and microelectronics design centres have now been adopted. According to the results of the first quarter of this year, more than 5,500 IT companies, which generate at least 80% of the revenue of the entire industry, have already taken advantage of the tax benefits and are already beginning to reinvest the released funds in the development of new competitive Russian products, said Maxim Parshin.

In his turn, Vasily Shpak, Deputy Minister of Industry and Trade of the Russian Federation, stressed that digital transformation of industry, other sectors of the economy, and public administration in general is the basis for global hypercompetition. And in this global hypercompetition, Russia can succeed only if the digital transformation is carried out predominantly with domestic solutions, the Deputy Head of the Ministry of Industry and Trade is convinced. In his figurative expression, "telecom today is the lifeblood of the future digital economy”.

The participants of the session discussed the main trends in the telecom industry, prospects of development of infrastructure and new generation networks, mobilization of strategic resources to implement the tasks of the national economy, and other topics.

The Sviaz 2021 Forum also included four thematic sessions: "Research and Technology in the Telecom Industry", "Satellite Communications: Main Trends, Technology”, "5G: on the Digital Track", and "Microelectronics: the Current State and Development Prospects of the Industry".
